Office of the Developmental Services Ombudsperson

The Office of the Developmental Services Ombudsperson is here to help people who get services from regional centers. The Ombudsperson’s office can support individuals and families with concerns, explaining rights, and working through problems with services. The Office only gets involved if someone asks them too.

The Office of the Developmental Services Ombudsperson is an independent office within the Department of Developmental Services.

Office of the Developmental Services Ombudsperson

A Resource for Individuals and Families

  • Created by state law and opened in October 2025
  • Promotes fairness and helps improve communication across California’s developmental services system
  • Operates independently, even though it is located in the Department of Developmental Services
  • Provides help only when a person or family getting regional center services asks for help
  • Supports people by explaining their rights, sharing information about service options, and offering neutral guidance
  • Connects individuals & families with other resources that might help with their questions or concerns

The Office serves people receiving Lanterman Act services (also called “traditional services”), participants in the Self-Determination Program, and infants and toddlers in Early Start. It also provides assistance and training to families, tribes, advocacy groups, service providers, and others who want to learn more about developmental services. The Office also reviews data and makes recommendations to help improve the system.

Sharing your personal information with the Office is voluntary. Information the Office collects is only used to understand your concerns, support investigations, or recommend system improvements. Choosing not to share some information might limit how much the Office can help you. The Office keeps all personal information confidential and only shares it when it is allowed or required by law in Welfare and Institutions Code sections 4506.1, and 4506.4.
